NORTH BULLITT HIGH SCHOOL DISCIPLINE CODE

Student Discipline

STUDENT DISCIPLINE WILL BE IN ACCORDANCE WITH THE BULLITT COUNTY PUBLIC SCHOOLS CODE OF STUDENT BEHAVIOR AND DISCIPLINE. EACH STUDENT AT NORTH BULLITT SHALL BE HELD ACCOUNTABLE TO CODE STANDARDS. A COPY OF THE CODE WILL BE ON FILE IN THE COUNSELORS’ OFFICE AND LIBRARY FOR REVIEW.

The guiding philosophy is to provide a positive, safe place for students to grow and learn. Students, parents, and school staff should all be treated as worthwhile people regardless of their age, religious beliefs, race, sex, disability or economic status. Everyone is encouraged to cooperate with others, to be understanding and to be helpful.

Rules for school behavior have been established by the state of Kentucky, the Bullitt County Board of Education, North Bullitt High School and the classroom teacher. All individuals involved should be familiar with all the rules at each level. They should also realize that sometimes a school or teacher may have a very specific rule that is not spelled out in the District’s Code of Student Behavior and Discipline and such rules may vary from school to school or teacher to teacher. Students are expected to behave themselves in an appropriate manner at school, on buses, and at school functions.

Students may be disciplined through a variety of methods including, but not limited to:

  1. Talking the problem out.

  2. Being assigned special assignments/projects.

  3. Being denied school privileges.

  4. Teacher assigned Detention

For more severe cases of misconduct, the school may use:

  2. Out-of-school suspension (OSS).

  3. Expulsion.

Classroom Management Plan

Teachers are to establish appropriate general guidelines for acceptable behavior in the classroom within the framework of the school and board standards. Students are expected to follow the teacher’s guidelines. In the event the teacher decides that administrative discipline is needed, the student will be sent to the office to see one of the principals.

Discipline Appeals

Disputes regarding such rules or rule violations should first be directed to the person or level of the dispute (such as the teacher) and then to the next level of authority (such as the principal) for resolution.

General Discipline Guidelines

When infractions occur, the intent from teachers and administrators is to deal quickly and fairly to curb the inappropriate behavior and reestablish a safe, positive school. When inappropriate behavior continues, the consequences increase.

Consequences may range from a conference with an administrator up to a recommendation for expulsion. The severity of the incident will determine the starting point of the consequence, with the following intended as a guide for the administration. Administrators reserve the right to change consequences when circumstances warrant.

Expected Student Behavior

Education achievement requires an orderly disciplined atmosphere in school. To achieve this, the following is expected of all students:

    1. To be where you are scheduled to be and on time.

    2. To conduct yourself in a respectable and courteous manner.

    3. To make a sincere effort to achieve academic success.

Except as provided in KRS 159.030, each parent, guardian, or other person residing in the state and having custody or charge of any child between the ages of six (6) and sixteen (16) shall send the child to a regular public school for the full term that the board of education of the district makes provision for the child to attend.  A child’s age is between six (6) and sixteen (16) when the child has reached his sixth birthday and has not passed his sixteenth birthday.  Every child who is actually a resident in this state is subject to the laws relating to compulsory attendance, and neither he nor the person in charge of him shall be excused from the operation of those laws or the penalties under them on the ground that the child’s residence is seasonal or that his/her parent is a resident of another state.

Any unmarried student between the ages of sixteen (16) and eighteen (18) that wishes to terminate his/her education before graduation from high school may do so only:

  1. After a conference and media presentation regarding dropouts with the Principal or his designee and
  1. Securing written permission for withdrawal from school from the parent or other person having custody of the child.

Attendance:  Excused and Unexcused Absences

Maximum achievement of a student’s potential can be obtained only by full participation in the total school program.  Regular class attendance of all students is expected in order to reach this goal.

A written explanation of an absence is required upon the student’s return to school.

Important:  A note from the parent or guardian explaining the absence will be expected within two (2) days after each absence (including sign-outs/sign-ins) upon the student’s return to school.  Valid excuses include:

1.      Student illness,

2.        Death or severe illness in student’s family,

3.        Appointments with health professional,

4.        Test for Driver’s permit or license,

5.        Court appearance required by subpoena or citation,

6.        Religious holidays and practices,

7.        One (1) day for the Kentucky State Fair,

8.        Other valid reasons as determined by the Principal, including trips qualifying as educational enhancement opportunities and participation in College or Military Testing

Excuse notes will be accepted each morning at the concession stand between 7:15 and 7:30 a.m.

Parent notes can excuse up to a total of five (5) days absences due to personal illness in a school year.  Once that number has been reached, doctor or medical notes for personal illness must be submitted to excuse the absence.

Phone call-ins do not excuse absences, written documentation is required!

Making up work from excused absences

Students shall have the number of days absent plus one to make up work missed, unless otherwise scheduled by the teacher.  It is the responsibility of the student to request work that can be made up, and the request should be made upon the first day back in school.

STUDENTS WILL RECEIVE ZEROS FOR WORK MISSED DUE TO UNEXCUSED ABSENCES!

Tardy to School:

During first period, students will be allowed into the class for the first five minutes of class and be considered tardy to class.  After the first five minutes of class, students will need to report to an administrator, sign in and then report directly to the ISAP room.  Using the excuses “car trouble,” traffic, or no parking, constitute an unexcused tardy, since students have elected to provide their own transportation.

Tardy to Class:

During all other periods (not including first) students will be admitted into class within the first two minutes and be considered tardy to class.  After the first two minutes of class, students are considered cutting class. They will need to report to an administrator to explain their whereabouts and get a note that will admit them into the ISAP room.

Disciplinary action will be taken for unexcused absences and excessive tardies (see table).

Appeals

A student or parent may appeal an unexcused absence or tardy to the Attendance/Absentee Review Committee.  The Committee shall consist of one administrator to be chosen by the principal, one teacher, and one parent.  It is the complete responsibility of the student or parent/guardian to submit the appeal.  The appeal must be made within five school days of the unexcused absence or tardy, or it will be automatically be denied.  The appeal will be resolved in a timely manner.  When an appeal is granted, it is the student’s responsibility to deliver the official form to the Attendance Office granting the change.  Only the Attendance Committee may grant an appeal.  No appeals will be granted by the Attendance clerk.

Permission to Leave School (Sign Out)

Students are expected to attend school the entire day.  Only in emergencies will students be permitted to leave school.  Permission to leave school is not an excuse for make-up work.  A separate note must be brought from home, a doctor, court, etc. for the absence to be excused.

The following steps are required to leave school:

  • Any student wishing to leave school should be signed out by a parent/guardian/designee in person.  If for any reason a parent/guardian is unable to come to school to sign the student out, the student’s means of transportation home must be stated in the note.  Also, a phone number must be listed where a parent/guardian can be reached to verify the early dismissal.

·     Note from home MUST be brought to the office before first period the day the student is to leave early.

·     Only students over the age of 18 who are emancipated will be permitted to sign themselves out.

·     Any student leaving school grounds without permission after arriving is subject to disciplinary action.

·     State law requires students to be in school for six hours – No early dismissal.

Failure to adhere to any of these policies shall result in disciplinary action.

 Truancy (KRS 159.150)

Any child who has been absent from school without valid excuse for three (3) or more days, or tardy on three (3) or more days, is a truant.  Any child who has been reported as a truant two (2) or more times is a habitual truant.  Being absent less than half a school day shall be regarded as being tardy.

 Habitual Truancy Procedures

Principals and assistant principals shall follow these procedures regarding truancy and habitual truancy:

IF A STUDENT IS DETERMINED TO BE AN HABITUAL TRUANT (SIX UNEXCUSED TARDIES OR UNEXCUSED ABSENCES, OR A COMBINATION OF THE SAME) a truancy petition may be filed against the student through the juvenile court system.  18 year olds may be fined $100 for first truancy filing and $250 for second truancy filing by the courts.

SCHEDULE CHANGES

Schedule changes will be made during the first five days of each semester, for the following reasons:

  • A student has already passed a course he/she is now taking.

  • A student was placed in an incorrect course and / or level.

Students who need schedule changes should register in the counselor’s office before or after school or between classes. The counselor will then call the student from class at a later time. Once a class change has been granted, students are requested to notify the previous teacher of the change and return any texts or materials that may have been issued.

GIFTED PROGRAM

The Gifted Program is an advanced learning opportunity open to any student that demonstrates giftedness through established guidelines. If a student has participated in the I LEAP Program in middle and/or elementary school, he/she is automatically eligible to continue at the high school in the gifted program. Students not participating in that program, but desire to enter the gifted program, should meet with the counselor to determine eligibility.

Students wishing to earn the gifted seal may select either the Bullitt County Schools Gifted Seal or the North Bullitt Gifted Seal. Students selecting the Bullitt County Gifted Seal will be required to take a gifted credit each year of high school, in addition to completing all other requirements of the Gifted Program. Students selecting the North Bullitt High School Gifted Seal will be required to take a gifted credit in either the freshman or sophomore year, and an additional credit during either the junior or senior year. In addition, students must also complete all other requirements of the Gifted Program.

There is no separate course set aside for gifted study, rather, the gifted student will select one course from either a basic or elective area and work with the instructor on designing the gifted course requirements. This usually means the student will propose additional and advanced course work which will allow the student to demonstrate giftedness. Once this contract is established, the student will notify the counselor that the course is to be designated as a gifted course. For example, if the selected course is biology, the course then becomes gifted biology.

It is the student’s responsibility to make all necessary contacts and arrangements for the gifted credit. Not all teachers will be willing to participate. Students are encouraged to work in a discipline in which they do well and are prepared to invest extra time and energy.
